Resolved Question: Which university/city in Australia is best for studying abroad?

I've been looking at unis for months and just can't narrow down a best choice for studying abroad. I've heard good things and bad things about each city, but I guess it would help to say specifics. I know I want to go to Australia definitely, because I heard the people are amazing from a friend who studied abroad at James Cook University in Townsville. I'm looking to study abroad in a city or town that is close to beaches (I LOVE the coast), has a great food/cafe reputation, a mild/warm/hot weather, and of course, most affordable living and tuition costs (slightly tight budget). My major is similar to environmental engineering.
